【Abstract】 Japanese official and non-governmental organizations had conducted a large number of long-term investigation activities on China since modern times. One of the most important organization is the Japan Chamber of Commerce. It collected secretly China’s economic intelligence in a cloak of “legitimate” economic group. As can be seen from the archives declassified by the Japanese government and the Japanese publications published by the Chamber of Commerce, various economic surveys are the most important daily activities of the Japan Chamber of Commerce in China. They collected these information and made many suggestions based on it, providing economic information for Japanese industrial and commercial enterprises to help them expand their trade. In particular, some of the intelligence on China marked as “secret” or “confidential information” were secretly reported to the Japanese government and military headquarters, providing important reference for the formulation of Japanese policy toward China.更多还原
