【Abstract】 Promoting the third distribution is an important move to solidly promote common prosperity policy, which is related to improving the well-being of vulnerable groups and the institutional arrangement of the national governance system. This paper analyzes the origin, quantity and role of the three distributions, and proposes the goal of “expanding the area, increasing the volume, and improving the quality” of the third distribution at a high level, builds a two-dimensional framework based on the degree of income and participation, and clarifies the implementation path of the third distribution. Taking Zhejiang Province, the Demonstration Zone of Common Prosperity, as an example, it analyzes the significance and constraints of charitable trusts, welfare lotteries, community foundations and enterprise foundations and accordingly explains the key measures to reform and promote the third distribution policy.更多还原
