中国工业高质量发展的水平测度及其区域差异研究

【摘要】 我国经济发展正处于高增速阶段向高质量阶段的转变中。客观评价我国工业经济的高质量发展水平及其区域差异水平,可为工业高质量发展的区域协同提供借鉴。从创新、绿色、开放、共享、协调五大维度,构建了中国工业高质量发展评价指标体系。基于中国30个省、市、自治区2000-2017年数据,运用熵值法,对其工业高质量发展水平进行了评价,采用Dagum基尼系数研究了其区域差异,分析了其空间的非均衡发展格局。研究发现:创新发展是工业高质量发展的第一驱动力;中国的工业高质量发展水平总体呈上升趋势;中国的工业经济高质量发展存在“东高西低”的区域差异格局。在此基础上,从坚持创新驱动发展战略、加强工业体系建设、加强工业协同发展等方面提出了政策建议。

【Abstract】 China’s economic development is in the transition from a high growth rate stage to a high-quality stage. Objectively evaluating the level of high-quality development of China’s industrial economy and its level of regional differences can provide a reference for the regional coordination of high-quality industrial development.This paper constructs an evaluation index system of China ’s industrial high-quality development from five dimensions: innovation, greenness, openness, sharing and coordination. Based on the data of 30 Chinese provinces,municipalities and autonomous regions from 2000 to 2017,the entropy value method is applied to evaluate their industrial high-quality development levels,and the Dagum Gini coefficient is used to study their regional differences and analyze their uneven development patterns in space. It is found that innovation development is the first driving force of high-quality industrial development; China’s overall level of industrial high-quality development is on an upward trend; China’s high-quality industrial economic development has a regional pattern of “high in the east and low in the west”. On this basis,this paper puts forward policy suggestions in terms of adhering to the innovation-driven development strategy,strengthening the construction of industrial system,and strengthening the coordinated development of industry.
