【摘要】 一个国家民主与否，关键在于是不是真正做到了人民当家作主，人民是不是享有广泛参与权。改革开放尤其是党的十八大以来，我国走出了一条中国特色社会主义政治发展道路。在人民代表大会制度、中国共产党领导的多党合作和政治协商制度、民族区域自治制度和基层群众自治制度等基本制度的基础上，通过建立人民建议制度、立法意见征集制度、基层立法联系点制度、人民陪审员制度、人民监督员制度等，实现了公民全面、广泛参与党和国家机关的决策、管理、监督，逐步形成了全过程人民民主的基本格局。以全过程人民民主为主要内容的中国式民主是中国共产党通过顶层设计发展起来的，走的是一条系统化发展、组织化发展、民主供给带动民主需求、渐进主义的建构路径。这一路径为后发展国家探索民主发展道路提供了一种新方案。更多还原

【Abstract】 Whether a country is democratic or not depends on whether the people are the masters of the country and whether the people enjoy the right to extensive participation. Since the reform and opening up, especially since the 18th CPC National Congress, China has gradually taken a political development path of socialism with Chinese characteristics. On the basis of the system of people’s congresses, the system of multi-party cooperation and political consultation under the leadership of the CPC, the system of regional ethnic autonomy and the system of primary-level self-governance, it established the people’s proposal system,the legislative opinion collection system, the community legislative contact point system, the people’s jury system, and the people’s supervisor system, so that the citizens have fully and widely participated in the decision-making, management and supervision of the Party and state organs, and the basic pattern of whole-process people’s democracy has been gradually formed. The Chinese style democracy with the whole-process people’s democracy as the main content is developed by the CPC through top-level design. It follows a construction path of systematic development, organizational development, democratic supply driving democratic demand and gradualism.
