黄河流域九省(区)水资源利用效率测度及演化分析
Measurement and Evolution Analysis of Water Resources Utilization Efficiency in Nine Provinces of the Yellow River Basin
【摘要】 为有效缓解水资源供需矛盾、实现经济可持续发展,亟须提升水资源利用效率。基于黄河流域2007—2019年省际面板数据,利用数据包络模型(DEA)对九省(区)水资源利用效率进行测算,并通过Malmquist指数深入探究水资源利用效率的动态演进趋势及其驱动因素。结果表明:从总体上看,黄河流域水资源利用效率处于较高水平,研究期内效率呈先下降后上升的趋势,大部分省(区)效率有小幅下降;从区域差异看,水资源利用效率表现为下游地区高、中上游地区低,整体呈东高西低的空间分布特征,省际差异明显;从驱动因素看,技术进步是驱动黄河流域水资源利用效率提升的主要因素,技术效率下降主要源于规模效率的下滑。基于此,提出统筹推进流域内部区域合作、以流域为单元实施区域水资源利用一体化管理、同步扩大技术进步和技术效率变动对黄河流域水资源利用效率提升的正向驱动作用等对策建议。
【Abstract】 In order to effectively alleviate the contradiction between supply and demand of water resources and realize sustainable economic development, it is urgent to improve the efficiency of water resources utilization. Based on the inter-provincial panel data of the Yellow River Basin from 2007 to 2019, this paper adopted DEA model to calculate the water use efficiency of each province and region, and used Malmquist index to reveal the contribution source of dynamic change of water use efficiency. The results show that: a)the overall water use efficiency of the Yellow River Basin is at a high level, and the utilization efficiency presents a trend of first decreasing and then increasing and the efficiency level of most provinces has a slight decline; b)from the perspective of regional differences, the water use efficiency is higher in the lower reaches and lower in the middle and upper reaches, with a spatial pattern of ‘higher in the east and lower in the west’ and significant differences among provinces; c)from the perspective of driving factors, the technological progress rate is the main contribution source of the overall water use efficiency and the decline of technical efficiency is mainly due to the drop of scale efficiency in various regions. Based on this, the paper put forward some suggestions, such as coordinating regional cooperation within the river basin, promoting the integrated management of regional water resources utilization among basin as a unit and simultaneously enhancing the positive effect of technological progress and technological efficiency on the improvement of water use efficiency in the Yellow River Basin.
