【摘要】 优化民营经济发展环境是促进民营经济高质量发展的关键，全面准确评价民营经济发展环境是优化的前提和基础。本文基于交易成本理论，从市场环境、政府效率、公共服务三个维度出发构建民营经济发展环境的交易效率评价体系，并对西宁市、兰州市、银川市2010—2019年交易效率进行评价分析。研究结果表明：西宁市民营经济发展环境不断改善，交易效率不断提高，但与兰州市、银川市相比仍存在一定差距，特别是政府效率方面。最后，提出优化西宁市民营经济发展环境的政策建议。更多还原

【Abstract】 Optimizing the private economy’s development environment is essential to promoting its high-quality growth.The pre-requisite and basis for optimizing the private economy’s development environment is a complete and accurate evaluation of that environment.This paper creates a transaction efficiency evaluation system for the development environment of the private economy from three dimensions: market environment, government efficiency, and public services, based on transaction cost theory.It also assesses and analyzes Xining, Lanzhou, and Yinchuan’s transaction efficiency from 2010 to 2019.The study’s findings reveal that the development environment for the private economy in Xining is improving, as is transaction efficiency, but there is still a gap between Xining and Lanzhou and Yinchuan, particularly in terms of government efficiency.Finally, this research presents policy suggestions for enhancing the private economy’s development environment in Xining.更多还原
