【摘要】 “品种培优、品质提升、品牌打造和标准化生产”新“三品一标”的提出，为农业产业高质量发展指明了方向。响水县被誉为全国西兰花发展第一县，在“三品一标”提升行动落实方面进行了较多有益的探索，包括选育适销对路的优质品种、统一种苗的商品化供应，优化栽培管理措施、坚持绿色发展导向、加强农产品质量安全监管，申请国家地理标志农产品、打响区域公用品牌知名度、提升企业品牌市场竞争力，制订西兰花绿色生产标准、培养标准化种植示范企业与优化标准化种植社会化服务体系等。响水的实践证明，实施“三品一标”提升行动，必须以培育壮大特色产业集群为基础，以科技创新为动力，以新型经营主体为主力，还要着力优化政府服务体系。更多还原

【Abstract】 The proposal of the new "three products and one standard" of "variety improvement, quality improvement, brand building and standardized production" has pointed out the direction for the high-quality development of agricultural industry. Xiangshui county is known as China’s first county for broccoli development, and has made many useful explorations in the implementation of the "three products and one standard" promotion action, including breeding high-quality and marketable varieties and unifying the supply of commercial seedlings; optimizing cultivation management measures, adhering to the green development orientation, and strengthening the supervision of the quality and safety of agricultural products; applying for national geographical indication agricultural products, building regional public brand awareness and enhancing corporate brand market competitiveness; formulating green production standards for broccoli,cultivating standardized planting demonstration enterprises, and optimizing standardized planting social service systems, and so on. Xiangshui’s practice proved that the implementation of the "three products and one standard" promotion action should be based on the cultivation and growth of characteristic industrial clusters,with technological innovation as the driving force, new business entities as the main force, and efforts to optimize the government service system.更多还原
