【摘要】 梳理乡村振兴成果并构建指标体系，通过量化模型推动乡村振兴评价的细化。文章以湖南省为研究案例，通过收集、整理和研究相关文献与政策资料，参照建模准则、函询内容与可靠性检验筛选出5项维度指标以及44项评价指标，并结合综合赋权TOPSIS模型和统计数据来判断湖南省13个地级市、1个自治州的乡村振兴进程。研究发现：（1）2020年湖南省各市州乡村振兴水平均呈现增长态势。（2）相较地形复杂与农林牧渔业发展受限的湘西地区（0.737）与湘中地区（0.802），拥有产业基础、生态优势及匹配政策的湘北地区（0.9115）与湘东地区（0.863）乡村振兴水平更高。（3）各市州应明确经济发展、产业结构、地形地势、人才队伍和科技投入与振兴战略的相关性及重要度，并加速推进特色政策的制定与实施、注重教育发展和科技投入以及接轨“三高四新”战略来完善现有发展模式。更多还原

【Abstract】 Taking Hunan as a research case,this paper selects 5 dimensional indicators and 44 evaluation indicators by collecting,sorting and studying relevant literature and policy materials,referring to modeling criteria,correspondence content and reliability test,and judges the rural revitalization process of 13 prefecture level cities and 1 Autonomous Prefecture in Hunan Province in combination with comprehensive weighted TOPSIS model and statistical data.The findings are as follows.(1) In 2020,the Rural Revitalization level of all cities and prefectures in Hunan Province shows an increasing trend.(2) Compared with Western Hunan(0.737) and central Hunan(0.802) with complex terrain and limited development of agriculture,forestry,animal husbandry and fishery,Northern Hunan(0.9115) and eastern Hunan(0.683) with industrial foundation,ecological advantages and matching policies have a higher level of Rural Revitalization.(3) All cities and prefectures should clarify the relevance and importance of economic development,industrial structure,terrain,talent team and scientific and technological investment to the revitalization strategy,and accelerate the formulation and implementation of characteristic policies,pay attention to educational development and scientific and technological investment,and integrate the "three highs and four innovations" strategy to improve the existing development model.更多还原
