【摘要】 中国特色社会主义已经进入新时代，国内外环境均发生了深刻变化，同时中国发展面临的主要任务也随之调整。具体到经济领域，就是要立足新发展阶段，贯彻新发展理念，构建新发展格局，推动高质量发展，统筹发展与安全。这就要求坚持和完善社会主义基本经济制度，以促进生产关系的调整更加适应生产力的发展。其中就包括如何支持和引导资本规范健康发展、防止资本无序扩张这个重要的理论课题。对此，本文尝试运用政治经济学的基本理论，全面讨论资本的特性与行为规律，辨析资本的积极作用与消极作用，考察近期资本无序扩张的领域、表现以及危害，并在澄清防止资本无序扩张与保护民营经济、保护私人财产区别的基础上，提出支持和引导资本规范健康发展的总体思路与政策框架，进而深化对习近平经济思想的理解，推动中国特色社会主义政治经济学的理论创新。更多还原

【Abstract】 At present,socialism with Chinese characteristics has entered a new era,profound changes have taken place in the domestic and foreign environment,and the main tasks facing the party have been adjusted accordingly. Specifically,in the economic field,we should base ourselves on the new development stage,implement the new development concept,build a new development pattern,promote high-quality development,and coordinate development and security. This requires upholding and improving the basic socialist economic system to promote the adjustment of production relations and better adapt to the development of productive forces. This includes how to support and guide the standardized and healthy development of capital and prevent the disorderly expansion of capital. In this regard,this paper attempts to use the basic theory of political economics to comprehensively discuss the characteristics and behavior laws of capital,distinguish the positive and negative effects of capital,and investigate the field,performance and harm of the recent disorderly expansion of capital. On the basis of clarifying the difference between preventing the disorderly expansion of capital and protecting private economy and private property,this paper puts forward the general idea and policy framework to support and guide the standardized and healthy development of capital,so as to deepen the understanding of the general secretary?s socialist economic thought with Chinese characteristics in the new era and promote the theoretical innovation of socialist political economy with Chinese characteristics.更多还原
