【摘要】 为了总结我国现代农业政策的关键因素及不足，为我国现代农业政策后续的制定和完善提供参考，文章通过对2010—2020年我国中央政府和河南省主要主管部门及其他政策检索网站，以“现代农业”为关键词，搜集相关政策文本，运用Rothwell分类法构建现代农业政策分析框架；采用Excel软件将政策文本内容进行分类编码，并将编码归类至现代农业相关政策分析框架；运用Excel软件对数据进行描述性分析，根据数据分布特点对现代农业政策进行特征分析，解释其结果并提出相应建议。结果表明，要重视现代农业政策中需求型工具的建设，推进政府采购行为的差异化，对国际交流进行统一规划和部署；优化供给型、环境型政策工具的配置，因地、因时、因事做好农业政策法规的规划和制定工作；强化现代农业产业体系建设，要把强化产业布局作为着力点，把深化农业分工、健全服务体系作为支撑，把激活农业功能业态作为新引擎；促进现代农业经营体系变革，在财政扶持、补贴扶持等方面制定相应的扶持政策。更多还原

【Abstract】 To summarize key factors and shortcomings of modern agriculture policy in China, and to provide reference for the formulation and improvement of follow-up policy, though the official websites of central government, main administrative department and other policy websites, and taking "modern agriculture" as keywords, related policy texts in 2010-2020 were collected. Rothwell classification method was used to construct the analysis framework of modern agriculture, the contents of policy texts were classified and coded by Excel software, and the codes were classified into the modern agriculture analysis framework. The descriptive analysis was carried out by Excel software, and the modern agriculture policy was analyzed according to data distribution characteristics. The results were explained, the suggests were put forward. The results showed that it is necessary to pay attention to the construction of demand-oriented tools, for promoting the difference of government procurement behavior and unifying planning and deployment of international exchanges. To optimize the structure of supplyoriented tool and environment-oriented tool, agriculture policy should be set according to time, place, event. To strengthen modern agricultural industry system, we should focus on the strengthening of distribution of industries, deepen the agricultural division of labor and improve the service system, and activate the agricultural functional format as a new engine. To promote the reform of modern agricultural management system, we should establish corresponding policy in financial and subsidy support.更多还原
