【摘要】 为了解森林生态补偿政策效果的研究现状，从政策效果评价指标体系与方法、评价结果和影响因素等方面对国内外文献进行梳理。研究发现：森林生态补偿政策效果研究缺乏全面的政策效果评价和长期性反馈机制；未能清晰揭示政策效果实现的内在机制；政策助力森林碳汇效果的研究不足；忽视补偿政策对森林生态系统服务供给能力和农户生计与福祉的综合考量；缺乏政策效果与乡村振兴有机衔接的深入研究。因此，建议注重研究方法上多学科交叉和创新；进一步揭示政策效果实现的内在机制；强化补偿政策的固碳效果研究；深入探讨补偿政策如何助推共同富裕，缩小城乡差距；进一步研究政策效果与乡村振兴战略如何有机衔接。更多还原

【Abstract】 ⑴ Background——To carry out the research on the evaluation of forest ecological compensation effect and to evaluate the forest ecological compensation policy scientifically and comprehensively play an important role in realizing the positive feedback of evaluation supervision results, improving the policy compensation effect and improving the forest ecological compensation policy.⑵ Methods——The main research method of this paper is literature analysis.In this paper, the domestic and foreign research literatures are sorted out from the aspects of the evaluation index systems and methods of forest ecological compensation policy, the evaluation results of forest ecological compensation policy effect and the influencing factors of forest ecological compensation policy effect.⑶ Results——The researches on the effect of forest ecological compensation policy involve the evaluation index systems and methods, the evaluation results, and the influencing factors of evaluation effect, etc.Researchers have carried out a lot of research work and obtained fruitful research results.However, the existing researches results are deficient in the following aspects: First, there is a lack of comprehensive forest ecological compensation policy effect evaluation and long-term feedback mechanism researches.A single forest ecological compensation evaluation has formed a relatively perfect theoretical framework, but the comprehensive evaluation of ecology, economy and society across multiple disciplines is still a difficult problem.Second, the internal mechanism of realizing the effect of forest ecological compensation policy has not been clearly revealed, the theoretical mechanism of policy effect has not been thoroughly discussed, and the reasons for the formation of the effect of forest ecological compensation policy have not been explained from a deeper perspective, which is difficult to provide a theoretical basis for the design and improvement of policy compensation mechanism.Third, there is insufficient researches on the effect of forest ecological compensation policy on forest carbon sinks, and there is no in-depth studies on how to improve the carbon sinks capacity of forest ecological compensation policy to help forest ecosystems.Fourth, the comprehensive consideration of compensation policy on forest ecosystem service supply capacity and forest farmers’ livelihood and well-being is ignored.There are few theoretical methods and empirical studies that evaluate and optimize the effects of ecological compensation by simultaneously considering forest ecosystem services and forest farmers’ livelihood and well-being.Fifth, there is a lack of in-depth researches on the organic connection between the effect of forest ecological compensation policy and rural revitalization.How to realize the organic connection between forest ecological compensation policy and sustainable poverty alleviation and rural revitalization strategy is worth further discussion in the future.⑷ Conclusions and Discussions——Based on the review and summary of domestic and foreign experts’ researches, the study on the effect evaluation of forest ecological compensation policy in the future can be carried out from the following five aspects: First, pay attention to the interdisciplinary research methods and innovation, expand the research content.Second, further reveal the internal mechanism of realizing the effect of forest ecological compensation policy.Third, strengthen the research on the carbon sinks effect of forest ecological compensation policy to help achieve the goal of “carbon neutrality”.Fourth, discuss how forest ecological compensation policy contributes to promoting common prosperity and shortening the gap between urban and rural areas.Fifth, further study the organic connection between the effect of forest ecological compensation policy and rural revitalization strategy.更多还原
