【摘要】 以区域体育智库建设为研究对象，分析国家治理体系与治理能力现代化战略下推进区域体育智库建设发展的制度动因与现实需求、建设现状及成效和面临困境。结果表明：推进区域体育智库发展的因素包括国家发展战略导向、体育事业发展内生动力、区域体育经济活力；发展的瓶颈体现在制度支持与保障不足、数量与质量有待于提升、研究特色不鲜明等方面。并提出相应策略：在“制”的层面，应不断完善区域体育智库的制度保障、执行保障、监督保障；在“治”的层面，应始终坚持责任导向、规则导向、需求导向、结果导向、合作导向指引下的治理准则，促进区域体育事业的健康及可持续发展，助力国家体育事业治理体系和治理能力现代化的实现。更多还原

【Abstract】 Taking the construction of regional sports think tank as the research object, this paper analyzes the institutional motivation and realistic demand of promoting the construction and development of regional sports think tank under the modernization strategy of national governance system and governance capacity, and puts forward the construction and development strategy of regional sports think tank. The factors of promoting the development of regional sports think tank include national development strategy orientation, endogenous impetus of sports development and regional sports economic vitality; and the bottleneck of development is reflected in the lack of institutional support and guarantee, the improvement of quantity and quality, and the lack of distinctive research characteristics. The construction strategy of regional sports think tank in China: at the level of "system",we should constantly improve the system guarantee, implementation guarantee and supervision guarantee of regional sports think tank; at the "governance" level, we should always adhere to the governance guidelines under the guidance of responsibility, rule, demand, results and cooperation, so as to promote the healthy and sustainable development of regional sports undertakings, and help achieve the modernization of national sports governance system and capacity.更多还原
