【摘要】 重大突发公共卫生事件的复杂性、扩散性和不确定性给防控工作造成了巨大压力。面对如此艰巨的防控任务，如何在充分兼顾各方利益的同时恰如其分地实施防控策略，以求达到又快又好的防控效果和目的，是摆在每一位防控人员面前的一道难题。然而，由于个体的价值观念和思维逻辑的不同，导致防控过程中受其自由意志驱使的个体道德行为选择也存在着较大差异，进而一定程度上制约着防控效果。例如新冠疫情突如其来，一些人由于过度紧张而引发社会恐慌，也有些人则表现得过于松弛而引发疫情迅速蔓延。对此，身为防控人员应坚决避免以上两种极端异化态度，坚决杜绝任何形式的背弃伦理的不当行为，积极发挥其角色和岗位作用，为国家的整体防控贡献智慧和力量。更多还原

【Abstract】 The complexity, proliferation and uncertainty of major public health emergencies have caused great pressure on the prevention and control work.
