【Abstract】 This paper mainly analyzes the complex international situation faced by the current opening up of higher education and the adjustment of its own development structure, puts forward the main tasks of opening up of higher education, and clarifies the basic principles of implementing higher education opening including improving quality and efficiency, characteristic development, and bottom-line thinking.
