【摘要】 阐述集体经营性建设用地入市的探索过程及政策演进，分析大力发展集体土地租赁住房的原因、背景及影响。利用系统动力学理论，从社会、经济、市场等方面选取指标构建模型，分析开展集体土地租赁住房项目的综合效应。结果表明在促进人口汇集、地区经济增长、抑制房价地价等方面均有积极效应，但受开发企业积极性、基础设施等因素的限制。考虑未来人口流入、产业发展等变化，提出完善收益分配、土地产权、金融支持等对策建议。更多还原

【Abstract】 This paper expounds the exploration process and policy evolution of collectively-owned commercial construction land entering the market，and analyzes the reasons，background and impact of vigorously developing collectively-owned land rental housing.Using the theory of system dynamics，select indicators from social，economic，market and other aspects to build a model to analyze the comprehensive effect of the collective land rental housing project.The results show that it has positive effects in promoting population aggregation，regional economic growth，and restraining housing prices and land prices，but it is limited by factors such as the enthusiasm of developing enterprises and infrastructure.Considering changes in population inflow and industrial development in the future，put forward suggestions on improving income distribution，land property rights，and financial support.更多还原
