【摘要】 在国土空间规划体系重构与乡村精细化治理转型的双重背景下，我国村庄规划设计可实施性低、精细化不足的问题尤为凸显。聚焦村庄土地资源浪费严重、产业发展动力不足、人居环境质量差等关键挑战，本文以小燕山口村庄规划实践作为案例，初步尝试构建“以人为本、融入乡土、多元协商”的精细化村庄规划设计模式。首先，以精细化土地整理为切入点提升土地利用效率，对零散闲置用地、少批多占用地等土地资源进行挖潜与整理，为产业发展提供建设用地指标；其次，细化村庄土地分类并对土地利用进行精细化设计，打造“村在绿中、绿在村中”的乡村空间形态与风貌特征，最终实现土地资源集约开发、耕地保护、产业融合、人居环境提升等多元发展目标。更多还原

【Abstract】 Under the dual background of the reconstruction of the territorial space planning system and the transformation of refined rural governance, the problems of low implementability and insufficient refinement of village planning and design in our country are particularly prominent. Focusing on key challenges, such as serious waste of land resources in villages, lack of motivation for industrial development, and poor quality of living environment, this paper takes the planning practice of Xiaoyanshankou village as an example, and initially attempts to build a refined village planning and design mode that is “people-oriented, integrated into the local area, and multiple negotiated”. First, takes refined land consolidation as the starting point to improve land use efficiency, tap the potential and organize land resources such as scattered idle land, small batches and more occupied land, and provide construction land indicators for industrial development.
