国有森工企业组织结构设计的影响因素研究
Factors Influencing the Organizational Structure Design of State-owned Forest Industry Enterprises
【摘要】 国有森工企业政企分开改革的各项举措已经落实完毕,但仍然存在公司主体发展方向尚未明确,社会管理职能移交不彻底,管理人员结构不合理等现象。为了顺利实施后续改革,应从国有林业企业组织结构的角度,努力促进国有林业企业的可持续发展。通过文献分析和对黑龙江省国有林业企业的实际调查,基于专家打分法,结合层次分析法和熵权法,从经营战略、经营技术、企业规模和企业环境四个方面分析影响国有林业企业组织结构的因素,得出效益评价的定量结果。结果表明,只有对这四个方面的影响因素进行有效组合和相互协调,才能在保障发挥生态效益的前提下,实现企业经济利益最大化和林业企业的可持续发展。
【Abstract】 Various measures for the reform of separating government from enterprise in state-owned forest industry enterprises have been implemented, but there are still some issue to be addressed, such as unclear development direction of the main body of the company,incomplete transfer of social management functions, unreasonable management personnel structure and so on. In order to implement the follow-up reform smoothly, we should strive to promote the sustainable development of state-owned forestry enterprises from the perspective of the organizational structure of state-owned forestry enterprises. Through literature analysis and actual investigation of state-owned forestry enterprises in Heilongjiang Province, based on expert scoring method, combined with analytic hierarchy process and entropy weight method, this paper analyzes the factors affecting the organizational structure of state-owned forestry enterprises from four aspects in terms of management strategy, management technology, enterprise scale and enterprise environment. The quantitative result of benefit evaluation is concluded. It shows that only by effectively combining and coordinating the influencing factors of these four aspects,can we maximize the economic benefits of enterprises and realize the sustainable development of forestry enterprises on the premise of ensuring the ecological benefits.
