基于核心生活圈的近郊村公共服务设施配置现状研究——以杭州市余杭区S村为例

【摘要】 目前我国农村公共服务设施建设沿用城市标准,然而农村空间格局、规模结构、人口组成及产业业态等与城市存在很大差异,简单套用城市标准已经造成诸多问题。该文选取典型近郊村杭州市余杭区S村为样本,通过田野调查、地图描点等方法调查并归纳“核心生活圈”内公共服务设施配置特征,发现农村设施资源配置形成核心化趋势,社交心理距离成为引导农村生活圈界定的分级标准;广泛存在设施闲置现象,以及大量尚未纳入公共服务设施体系、却被村民广泛使用的频用设施与空间。进而提出农村公共服务设施建设不应照搬城市社区的配置标准,而需要兼顾基本生活服务类和产业服务类设施,整合闲置资源、将频用设施与空间纳入考虑,以期为未来农村公共服务设施配置提供借鉴。

【Abstract】 At present, the construction of public service facilities in rural areas of China follows the urban standards. However, there are great differences between rural areas and cities in terms of spatial pattern, scale structure, population composition and industrial format.Simply copying the urban standards has caused many problems. Taking S Village in Yuhang District of Hangzhou, a typical suburban village,as a sample, we investigate the functional types, facilities distribution, usage frequency and service population of public service facilities in the "core life circle" by means of field work and map drawing. It shows that the distribution of rural facilities has formed a core trend, and social psychological distance has become the grading standard of rural life circle. There are many idle facilities. And there are a large number of frequently used facilities and spaces that have not been included in the standards. Furthermore, it is proposed that the construction of rural public service facilities in the future should not copy the standards of urban communities. Facilities construction should take into account basic living service facilities and industrial service facilities, integrate idle resources, and consider frequently used facilities and spaces. It is expected to serve as reference for the construction of public service facilities in rural communities in the future.
