【摘要】 乡村治理体系的现代化对推进国家治理体系和治理能力现代化具有重要的意义。文章从自治、法治、德治和基础服务建设四个方面梳理了皖北乡村治理体系的现代化现状，得出结论，乡村治理成绩与问题并存。主要存在的问题：乡村基层人才匮乏，治理队伍有待加强建设；乡村法治意识较为淡薄，普法教育体系有待完善；乡村的成规旧习沿袭，德治建设任务艰巨。文章进一步借鉴了部分地区乡村基层治理的先进经验，结合皖北地区面临的实际困难，提出四项优化对策：优化人才留用机制，夯实自治基础；强化宣传教育，推进法治权威的树立；“重塑”村规民约，营造德治氛围；重视智治建设，更进一步推进乡村治理现代化的发展。更多还原

【Abstract】 The modernization of rural governance system is of great significance to promote the modernization of national governance system and governance capacity. The paper sorts out the modernization of rural governance system in Northern Anhui Province and reveals both achievements and problems. The problems are shortage of grassroots officials, imperfect governance contingent; low awareness of rural governance by law, incomplete legal publicity and education, ingrained backward conventions and arduous ethical development. The study further compares the excellent experiences of rural grassroots governance in advanced regions and, based on the actual difficulties in northern Anhui, proposes four optimized countermeasures:optimizing the talent retention mechanism and consolidating the foundation of self-governance; strengthening publicity and education to promote the establishment of rule of law authority; "reshaping" village rules and regulations to create an atmosphere of moral governance; attaching importance to the construction of wisdom and governance to efficiently promote the modernization of rural governance.更多还原
