【摘要】 随着“大众创业，万众创新”上升为国家战略，大学科技园发展也进入了一个新的发展阶段。近年来，河南高校大学科技园蓬勃发展，为区域科技创新及创业就业作出了巨大贡献。但是，当前河南高校大学科技园还存在着运营体制机制不顺、产学研用结合不足、成果转移转化不畅、专业服务能力不强、创业孵化水平不高等问题。河南高校大学科技园在“十四五”期间要进一步优化组织管理体制，激活专业化管理能动性；持续加大投入力度，创新可持续发展模式；深化官产学研用合作，主动融入经济社会发展；集聚全球创新资源，构建多元协同发展体系；完善创业孵化链条，高质量孵化小微企业；强化双创教育及宣传推广，营造浓厚的创新创业氛围。更多还原

【Abstract】 As the “mass entrepreneurship and innovation” rises as a national strategy, the science & technology park in the university also enters into a new stage of development.In recent years, the university science & technology parks in Henan province have developed vigorously and made great contributions to regional science and technology innovation, entrepreneurship and employment.However, there still exist some problems in the current university science & technology parks in Henan province, for example, the operation mechanism is unfavorable, the combination of production, learning, research and application is not sufficient, the transfer and transformation of the achievements is not smooth, the professional service ability is weak, and the level of entrepreneurship incubation is low etc.During the period of “fourteenth five-year plan”,the university science & technology parks in Henan province should make efforts to realize the following aspects: further optimize the organizational management system, and activate the professional management initiative; increase investment consistently, and innovate new models for sustainable development; deepen the cooperation among the government, industry, university, research institutes, and users, and actively integrate into the economic and social development; aggregate the global innovation resources to build a diversified and coordinated development system; improve the business incubation chain, and incubate the small and micro enterprises with high-quality; strengthen the education, publicity and promotion of innovation and entrepreneurship, and create the strong atmosphere for innovation and entrepreneurship.更多还原
