【摘要】 贫困归难侨帮扶关乎凝聚侨心、落实侨法，对于增进海外侨胞对中国的认同，改善我国的国际形象具有重要的意义。新中国建立后，贫困归难侨帮扶一直是福建省扶贫工作和侨务工作的重要内容。受国情、侨情及扶贫工作整体规划的影响，福建省贫困归难侨帮扶实践经历了边安置边帮扶、恢复帮扶、逐渐制度化、分类帮扶及精准帮扶等不同的阶段，体现了“适当照顾”“生产生活兼顾”“资金保障”与“社会帮扶”的特点，从而使福建省贫困归难侨问题得到较大改善。更多还原

【Abstract】 Assisting poor returned overseas Chinese is related to condensing the hearts of overseas Chinese and implementing laws on returned overseas Chinese. It is also of great significance to enhance the recognition of overseas Chinese to China and improve China’s international image. After 1949, helping poor returned overseas Chinese has always been an important part of poverty alleviation and overseas Chinese Affairs in Fujian Province. Affected by the national conditions,the conditions of overseas Chinese and the overall plan for poverty alleviation,the practice of helping poor returned overseas Chinese in Fujian Province has experienced different stages, such as resettlement, recovery, gradual institutionalization, classified assistance and precise assistance,reflecting the characteristics of“appropriate care”,“giving consideration to production and life”,“financial security”and“social assistance”. As such,the problem of poor returned overseas Chinese in Fujian Province has been greatly improved.更多还原
