高分辨率对地观测体系建设回顾与展望

【摘要】 对高分辨率对地观测体系建设进行了回顾与展望。高分辨率对地观测系统重大专项是《国家中长期科学和技术发展规划纲要(2006-2020年)》中确定的16个重大专项之一,重点发展基于卫星、飞机、平流层飞艇和地面系统组成的高分辨率先进对地观测体系,形成“天地一体、时空协调”的高分辨率数据获取及应用服务保障能力。经过十余年的发展,我国高分辨率对地观测体系取得重大建设进展。文章总结了高分辨率对地观测体系的特点和应用流程,归纳了高分辨率对地观测体系建设成果,并对后续发展进行展望,提出了高分辨率对地观测体系高冗余组网、高容量观测、高连续跟踪、高时效认知、高深远支持等建设发展的方向。

【Abstract】 This paper focuses on the retrospect and prospect of China’s high-resolution earth observation system, which is one of the 16 major projects identified in the outline of the National Medium and Long term Science and Technology Development Plan(2006-2020). It is consisted of advanced satellites, airplanes, stratospheric airships and ground systems, et. al., to achieve the space-ground integrated and spatiotemporal coordination abilities of high-resolution data acquisition and application service guarantee. After more than ten years of development, China’s high-resolution earth observation system has made significant progress. We summarize the key characters, workflows of the high-resolution earth observation system, and conclude its achievements. Finally, we prospect the development directions of the high-resolution earth observation system, such as high redundancy networking, high-capacity observation, high-continuity tracking, timely awareness, far-reaching support and so on.
