【摘要】 构建共建共治共享的基层社会治理新格局，推动实现基层治理现代化，必须充分发挥社会组织的主体性作用。近年来，国家高度重视社会组织参与基层社会治理，但在实践中存在诸多不足，需大力提升理论自觉和实践自觉意识，在认真梳理和反思的基础上更好地推进和规范社会组织参与基层社会治理。利益相关者理论、网络治理理论、元治理理论和数字治理理论均从不同维度阐述了社会组织参与基层社会治理的深层逻辑与具体机制。当前，我国社会组织参与基层社会治理虽然取得了不少成绩，但依然面临诸多现实困境，未来需从以下方面加以完善：优化制度环境，推进社会组织嵌入基层社会共治网络；下沉治理资源，拓展社会组织的基层服务能力；明确治理核心，构建党建引领的融合共治模式；借力智慧平台，创新多元治理主体合作机制。更多还原

【Abstract】 To build a new pattern of grass-roots social governance and promote its modernization,the subjectivity of social organizations must be brought into full play. In recent years,China has attached great importance to the participation of social organizations in grass-roots social governance. However,in practice,much work needs to be done to enhance both theoretical and practical consciousness. On the basis of sorting and reflection,we should promote and standardize the participation of social organizations in grass-roots social governance at a higher level. Stakeholder theory,network governance theory,meta-governance theory and digital governance theory all explain the deep logic and specific mechanism of social organizations participating in grass-roots social governance from different dimensions. At present,although China.s social organizations have made many achievements in participating in grass-roots social governance,they still face many difficulties. Efforts should be made in the following aspects in the future:improving the institutional environment and promoting social organizations to embed in the grass-roots social governance network;delegating governance resources to lower levels and expanding grass-roots service capabilities of social organizations;clarifying the core of governance and building a model of integration and co-governance guided by the Party;making use of smart platforms to innovate cooperation mechanism for diverse governance entities.更多还原
