我国冰雪运动进校园推进机制理论模型及实现路径

【摘要】 冰雪运动进校园是“三亿人参与冰雪运动”持续高质量发展的重要举措和途径。为探索冰雪运动进校园的本质规律,选取冰雪特色学校典型经验,采用访谈法、文本分析法和扎根理论法,归纳和提炼出冰雪运动进校园统筹推进机制理论模型:一是政府主导的政策保障机制,二是要素整合的资源共享机制,三是目标导向的监督与激励机制,四是多方参与的风险管控机制。同时,从政府、学校、家庭和社会4个主体提出冰雪运动进校园的实现路径。冰雪运动进校园推进机制理论模型和实现路径是结合学校工作实际和基层话语提出并构建的,旨在丰富青少年冰雪运动相关理论,并为教育行政部门和学校科学决策提供理论支撑和实践指导。

【Abstract】 Promoting Winter Sports on Campus is an important way to guarantee sustainable and high-quality development of ‘300 million people taking part in the ice and snow sports’. To explore the essential mechanism of Promoting Winter Sports on Campus, this paper choses typical experiences and deep interview materials of schools with winter characteristics and uses content analysis, expert interview and rooted theories to conclude theoretical models of Promoting Winter Sports on Campus comprehensive promotion mechanism. That is, first, policy guarantee mechanism dominated by the government; second, resource sharing mechanism featured by integrated factors; third, targets-oriented supervision and incentive mechanism; and fourth, risk management and control mechanism with multilateral participation. At the same time, from the perspectives of government, schools, households and society, this paper issues realising methods of Promoting Winter Sports on Campus. With the integration of practical school tasks and grass-roots discourse, the theoretical model and realization path of the promotion mechanism will be conducive to improving related theories of adolescent winter sports and lay a theoretical foundation for the educational administrative authorities.
