【Abstract】 Governing the Party according to rules is the fine tradition of the Communist Party of China, and the inner-party laws and regulations system is an important guarantee of the Party’s construction.In order to comply with the changes of the development of the times and meet the requirements of the situation and tasks, the construction of inner-party laws and regulations in the past century has gone through four important stages: germination and formation, exploration and twists, adjustment and transformation, consolidation and improvement. The transformation and change of the main social contradictions, the good quality of the Party’s self-revolution, the profound summary of the experience of governing the Party by system, and the action of Party governance by system forced by many risks, all constitute the dynamic mechanism of the CPC’s construction of inner-party laws and regulations for one hundred years.
