【摘要】 我国高校创新创业教育属于政府推动型，是在一系列公共政策推动下逐步开展起来的。通过回顾和梳理发现，高校创新创业教育政策存在诸多问题：以行政规范性文件为主，缺乏稳定性；独立性的政策文本较少，凸显工具性；政策间矛盾与重复并存，缺乏协同性；教学质量评价标准模糊，缺乏操作性。这些问题的存在会对高校创新创业教育的顺利开展及其实际效果产生消极影响，而缺少立法保障则是问题产生的重要原因，将创新创业教育纳入法制化轨道能够在一定程度上解决上述问题。更多还原

【Abstract】 China’s innovation and entrepreneurship education in colleges and universities is government-driven and gradually carried out under the impetus of a series of public policies. Through reviewing and combingthe policies on innovation and entrepreneurship education, it can be found that there are some problems, which mainly include lack of stability because of massive documents of administrative norms, highlighting instrumentality because of few independent policy texts, lack of cooperativitybecause ofconflicts and duplication between the policies, and lack of operabilitybecause of vagueevaluation standards of teaching quality. The existence of these problems will have a negative impact on the development and actual effect of innovation and entrepreneurship education. Lack of legislative guarantee is animportant cause of the problems, and bringing innovation and entrepreneurship education into the orbit of the legal system can solve these problemsin a certain extent.更多还原
