环境事件废包装容器属性鉴别和风险管理研究

【摘要】 固体废物属性鉴别是处理非法转移、倾倒、贮存、利用、处置固体废物等环境事件的重要环节。环境事件废包装容器属性鉴别作为固体废物属性鉴别的一种特殊情形,存在废物产生来源不明确、种类繁杂、定性难等问题,导致属性鉴别周期长、定性困难且环境风险大。基于危险废物鉴别相关法律法规、标准和技术规范,结合实际案例剖析了环境事件废包装容器属性鉴别和风险管理的方法要点和技术思路,并从《国家危险废物名录》出发辨析了危险特性层面和环境风险层面的固体废物属性鉴别和风险管理。为高效开展废包装容器属性鉴别工作、缩短属性鉴别周期、管控环境事件废包装容器的环境风险提供了参考依据。

【Abstract】 Attribute identification of solid waste is the key link of environmental incident such as illegal transfer,dumping,storage,utilization and disposal of solid waste. As a special case of solid waste attribute identification,the attribute identification of the abandoned packing containers referring to environmental incident,existed some problems such as unclear source of waste generation,variety multifarious and difficulty in qualitative identification,resulted in a long identification cycle,qualitative difficult and high environmental risk,etc. Based on the relevant laws and regulations,standards and technical specifications of hazardous waste identification. The critical points and technical routes of attribute identification and risk management of waste packing containers of environmental incident were analyzed based on practical cases. And start from the National Hazardous Waste List,the attribute identification and risk management of solid waste at the level of hazardous characteristics and environmental risk were analyzed. So that could provide a reference for efficiently carrying out the attribute identification work of waste packing containers, shortening the attribute identification cycle, and controlling the environmental risk of waste packaging containers of environmental incident.
