乡村振兴背景下土地综合整治效益评价与障碍因子分析——以贵州省盘州市为例
Benefit Evaluation and Obstacle Factor Analysis of Comprehensive Land Improvement under the Background of Rural Revitalization:Take Panzhou City, Guizhou Province as an Example
【摘要】 我国城市化进程快,土地资源供需矛盾日益突出。土地整治提高土地利用效率、改善农民生产生活条件、补充耕地以及推进生态保护,符合乡村振兴战略的要求。土地整治是缓解土地供需矛盾的重要手段,也是实现乡村振兴的重要平台。本文以贵州省盘州市土地整治为例,采用熵值法和灰色关联分析法对其土地综合整治效益进行评价以及诊断影响其土地整治效益的障碍因子,研究结果表明,(1)土地整治在各项效益上都有凸显,但是土地整治社会效益与生态效益相差不大且较低,其土地整治过程中比较重视经济效益的提高而忽视生态保护和社会影响;(2)障碍因子分析得出影响普古乡、保基乡、淤泥乡综合整治效益的因子主要有土地平整率、土地垦殖率、粮食单产提高率、地均作物纯收入、道路长度增加值、土地纠纷减少率。根据评价以及障碍因子分析结果,改进土地整治方法,消除障碍因子,提高盘州市土地利用效率的同时保护生态,助力乡村振兴。
【Abstract】 With the rapid urbanization in China, the contradiction between supply and demand of land resources has become increasingly prominent. Land consolidation improves land use efficiency, improves farmers’ production and living conditions,supplements cultivated land and promotes ecological protection,whichis highly consistent with the requirements of rural revitalization strategy. Land remediation is an important means to alleviate the contradiction between land supply and demand, and it is also an important platform to realize rural revitalization.In this paper, taking Panzhou City of Guizhou Province as an example, entropy method and grey relational analysis method are used to evaluate the benefits of comprehensive land remediation and to diagnose the obstacle factors affecting the benefits of land remediation. The results show that,(1) land remediation has prominent benefits, but the social benefits and ecological benefits of land remediation are not much different and low, and economic benefits are paid more attention to while ecological protection and social impact are ignored in the process of land remediation;(2) the analysis of obstacle factors shows that the factors that affect the comprehensive improvement benefits of Pugu Township, Baoji Township and Mudi Township mainly include land leveling rate,land reclamation rate, grain yield increase rate, net income of crops per land, added value of road length and reduction rate of land disputes. According to the results of evaluation and obstacle factor analysis, the land remediation methods were improved, the obstacle factors were eliminated, the land use efficiency of Panzhou City was improved, the ecology was protected, and the rural revitalization was assisted.
