【摘要】 近年来，河南沿黄经济带地区在脱贫工作中取得了显著成就，而防范返贫和相对贫困治理仍然是重要研究议题。文章测度了2010-2019年河南省沿黄经济地区的贫困治理效率与规模，利用探索性时空数据分析方法探讨区域贫困治理效率与规模差异，并归纳其时空演化特征。研究发现：贫困治理效率高低交迭推进，在末期达到最高；贫困治理规模与城市经济发展水平高度近似；各设区市贫困治理效率趋同性随时间逐步增强。据此提出建立多维动态防范返贫监测机制、均衡地区专项财政支出等政策性建议。更多还原

【Abstract】 In recent years, the areas along the Yellow River Economic Belt in Henan have achieved remarkable results in poverty alleviation, and the prevention of poverty-returning and the governance of relative poverty are still important research topics. This article measures the efficiency and scale of poverty governance in prefecture-level cities along the Yellow River Economic Region in Henan Province from 2010 to 2019, uses exploratory spatiotemporal data analysis methods to explore regional poverty governance efficiency and scale differences, and summarizes its temporal and spatial evolution characteristics. The study found that: The efficiency of poverty governance overlapped and reached the highest in the end; The scale of poverty governance was highly similar to the level of urban economic development; The convergence of poverty governance efficiency among districts and cities gradually increased over time. Based on this, such policy recommendations as the establishment of a multi-dimensional and dynamic monitoring mechanism for preventing the poverty-returning and balancing regional special fiscal expenditures are put forward.更多还原
