【摘要】 随着世界进入高度不确定时代和全球风险时代，安全在概念上发生了巨大的变化。原有以威胁为对立物的安全理解，将军事视为安全的最后保障同时也是安全的终极威胁，对不断涌现的非军事安全挑战或进行军事化理解或排除在安全研究范畴之外，严重阻碍了安全的学术和政策研究。以风险反向界定的综合安全，将安全目标与军事手段相分离，强调安全问题中不确定性的深刻复杂和多元主体的互动，弥合传统安全和非传统安全之间的人为割裂，将前者的权力政治逻辑和后者的利益政治逻辑统一于综合安全的风险政治逻辑。以威胁为对立物的安全是自上而下的“供给侧”安全，而综合安全是自下而上的“需求侧”安全，两种不同安全的要素在逻辑顺序和排列结构上具有显著差异，贯穿于安全问题形成和发展的整个过程。克服传统安全困境和应对新安全挑战，亟需厘清综合安全要素结构关系、形成系统分析框架，从而为应对不确定性的世界和构建综合安全提供新思路和开辟新路径。更多还原

【Abstract】 In the era of deep uncertainties and global risks, the concept of security has significantly changed. Conventional security studies define security with military threats as objects and deem military forces as the ultimate threat to security as well as the ultimate guarantee of security. This understanding either militarizes nonmilitary challenges or excludes them from the scope of security research, which seriously hampers scholarly studies and policy analyses of today’s complicated security reality. This article proposes a new concept of composite security, which is defined with risk as the object. Such a way of conceptualizing security breaks the link between security and military forces, emphasizes deep and complex uncertainties and interactions among plural actors in security issues, and bridges the artificial division between traditional and non-traditional securities. Composite security integrates the political logic centered around power in traditional security with the one centered around interests in non-traditional security into a coherent logic of risk politics. Security defined with threats as the object is top-down and supply-side security, whereas composite security is bottom-up and demand-side security. In the two types of security, the order and structure of security components are arranged differently in each phase of the process from emergence to development of a security issue. To overcome the traditional security dilemma and deal with new security challenges, it is necessary to clarify the relations and resulting structure of these components of composite security and develop a systemic analytical framework in the hope of stimulating scholarly innovations and finding new approaches to achieve security goals in this highly uncertain world.更多还原
