后疫情时代数字贸易发展新趋势、困境及中国对策
New Trends, Dilemmas and China’s Countermeasures for the Digital Trade Development in the Post-COVID-19 Era
【摘要】 新冠疫情的冲击和数字技术的应用加快了传统贸易向数字化转型并创造了数字服务新需求,推动数字贸易成为经济复苏的新引擎。文章基于对数字贸易内涵和发展现状的分析,探析了后疫情时代数字贸易发展呈现互动性和供应链灵活性增强、时空分割性加深、数字贸易平台核心地位凸显与价值增值主要源于贸易对象数字化和数据交易的新趋势,发现数字贸易发展将面临政府导向和科技导向增强、平台行为缺乏合理性判断、测度标准尚未形成及数字内容产品监管滞后的发展困境。为此,文章提出了我国的主要应对措施:基于国内“四链融合”参与国际数字贸易多边机制建设,合理设计贸易平台企业行为规范,多元主体协同参与数字内容全价值链治理,加快数字贸易标准分类和统计体系顶层设计。
【Abstract】 The COVID-19 epidemic shocks and digital technology promotion have accelerated the digital transformation of traditional trade and created new demands for digital service trade. Digital trade has become a new engine for economic recovery. On the basis of analyzing digital trade connotation and development situation, the paper clarifies that digital trade shows a new tendency of increased interactivity and supply chain flexibility, deepened space-time segmentation, highlighted the core status of the digital trade platforms and the value added mainly from the digitization of trade objects and data transactions in the post-COVID-19 era. The paper also discovers that digital trade development will face dilemmas including government orientation and technology orientation enhancement, the lack of rational judgments of platform behaviors, unformed digital trade measurement system, and lagged supervision of digital content products.For this purpose, the paper puts forward several measures that participating in the construction of multilateral mechanisms for international digital trade based on the domestic “four-chain integration” establishment, rationally designing corporate behavioral norms for digital trade platforms, collaborative participation of multiple subjects in digital content chain governance, and accelerating the top-level design of the digital trade standards classification and statistical systems to promote the sustainable development of digital trade in China.
