【摘要】 投资便利化是高水平对外开放研究领域的热点问题，对加快构建国内国际双循环的全面开放新格局具有重要现实意义。本文基于省域视角，构建包括基础设施、制度质量、商业环境、金融服务、科教资源5个一级指标和21个二级指标的评价指标体系，选取30个省(区、市) 2010～2020年11年的面板数据，采用主成分分析法对中国省域的投资便利化水平进行评估和比较分析。研究发现:中国省域的投资便利化水平虽总体波动上升，但整体水平仍然较低，一级指标重要程度依次为:基础设施、金融服务、制度质量、商业环境和科教资源。各省(区、市)投资便利化水平和提升速度差距较大，而且区域差异明显。中国各省(区、市)应有的放矢，高效率精准推进投资便利化建设。更多还原

【Abstract】 Investment facilitation is a hot issue in the field of high-level opening-up research,which is of great practical significance to accelerate the construction of a new pattern of comprehensive opening-up with domestic and international dual cycles.Based on the provincial perspective,this paper constructs an evaluation index system including five primary indicators and 21 secondary indicators of infrastructure,institutional quality,business environment,financial services,science and education resources. The data of 30 provinces and cities from 2010 to 2020 are selected,and the principal component analysis method is used to evaluate and compare the investment facilitation in Chinese provinces. The study finds that although the overall level of investment facilitation in China’s provinces fluctuated,the overall level was still low. The importance of each indicator is infrastructure,financial services,institutional quality,business environment and science and education resources. There is a large gap between the level and promotion speed of investment facilitation in each province,and the regional differences are obvious. All provinces in China should aim to promote the construction of investment facilitation with high efficiency and accuracy.更多还原
