【摘要】 传统属地治理模式在解决具有扩散性与区域性的负外部性环境问题时面临挑战，跨行政区的协同治理成为区域环境治理的创新模式。对处在经济发展期和大气污染协同治理形成过程的经济区而言，如何驱动大气污染协同治理有待深入研究。本文以成都平原经济区为例，综合运用政策文本与社会网络分析方法围绕“动机-能力”的二维框架探讨政策演变、政策动机、政策行动和政策网络。研究结果表明，动机和能力是影响大气污染协同治理的关键因素。成都平原经济区大气污染协同治理受到上级政府命令和核心城市推动的影响，具有政治和经济动机；但绝大部分城市在大气污染协同治理中呈现出有心无力、有力无心或被动协同的状态，网络结构表现为核心边缘结构。大气污染协同治理需综合考虑各行动者的动机与能力差异，谋求共同利益并推进资源互补，推动大气污染协同治理常态化。更多还原

【Abstract】 The traditional territorial governance model is facing challenges to solve the spreading and regional negative externality environmental problems. The cross-administrative collaborative governance has become an innovative model of regional environmental governance. For the economic zone in the period of economic development and the formation process of collaborative air pollution control, how to drive collaborative air pollution control needs to be further studied. Taking the Chengdu Plain Economic Zone as an example, this paper discusses policy evolution, policy motivation, policy action and policy network by using policy text and social network analysis method in a two-dimensional framework of “motivation-capability”. The results show that the differences of motivation and capability are the key factors affecting the formation of the air pollution collaborative governance network. The coordinated control of air pollution in Chengdu Plain Economic Zone is influenced by the order of the superior government and the promotion of the core city, which has a certain degree of motivation for the coordinated control of air pollution. However, most cities have no intention, no power, no intention or passive cooperation in the collaborative air pollution control. The network of collaborative air pollution control in Chengdu Plain Economic Zone is a core edge structure. In order to promote the normalization of collaborative air pollution control, it is necessary to comprehensively consider the motivation and capacity differences of various cities, seek common interests and complement resources.更多还原
