【摘要】 在推进国家治理体系和治理能力现代化进程中，基层政府和公务人员成为国家治理的重点。本文聚焦于我国一线行政执法类公务员的执法过程，以基层城管为研究对象，基于华北地区基层城管样本的质性数据，采用扎根理论方法，探究城管的执法行动逻辑。研究发现，基层城管的行动逻辑由“行动策略预估”和“行动策略调整实施”两个前后相继的阶段组成，执法者受到制度规则、组织文化、任务压力、执法场景、执法资源、执法双方特质等因素的影响，体现出“约束条件→权衡过程→策略预判→策略综合调整→行动选择”的完整逻辑进路，并最终形成其执法行动的实际选择。更多还原

【Abstract】 Based on the data collected via participant observation in three cities in northern China and the grounded theory, this paper focus on the code enforcement operational logic followed by the code enforcement officers as the grass-roots civil servants. The findings of the study indicate that the operational logic followed by the code enforcement officers consists of two successive stages of “operational strategy prediction” and “operational strategy adjustment and implementation” during which a logic process from cognition, judgment and coordination emerges. In addition, the selection of the final code enforcement method is affected by a set of complex variables including the social, organizational, and the code enforcement settings as well as the balance of various preferences among individual code enforcement officers, supervisors, and the code enforcement subjects as well as the public.更多还原
