【摘要】 回归乡贤是乡村治理的重要主体力量。在乡村治理中乡贤作用的发挥需要以情感要素、能力要素、实力要素、权力要素为依托。其中,以乡情、亲情、师生情为主要成分的情感要素是新乡贤回归乡里、治理乡村的重要前提,以找准治理方向能力、布局治理空间能力、争取治理资源能力、突破治理瓶颈能力、改善治理软环境能力为主要成分的能力要素是回归乡贤有效治理乡村的关键,以经济实力为主要成分的实力要素是新乡贤主动参与乡村治理、保证治理有效的物质基础,以村庄公共决策权为主要内容的权力要素为回归乡贤发挥作用提供合法性保障。为更好地发挥回归乡贤的作用,可在法治的框架下补足缺失要素,为新乡贤回归乡村、投资乡村、建设乡村、引领乡村发展、参与乡村治理、实现乡村振兴创造条件。更多还原

【Abstract】 The new rural sages who return to their hometown are the main force of rural governance. To play a role in rural governance, new rural sages need to rely on emotional elements, ability elements, strength elements and power elements. Among them, the emotional elements composed of provincialism, family affection and teacher-student affection are the important prerequisite for the return of new rural sages. The ability elements, including the ability to find the right governance direction, the ability to arrange the governance space, the ability to strive for the governance resources, the ability to break through the governance bottleneck, and the ability to improve the governance of soft environment, are the key of effective governance. The strength elements with economic strength as the main component is the basis for new rural sages to actively participate in rural governance. The power elements with the village public decision-making power as the main content provides the legitimacy guarantee for new rural sages to play their role. To promote the role of new rural sages, we are supposed to make up the missing elements under the framework of the rule of law and create better conditions for new rural sages to return to the rural areas, invest in rural areas, build rural areas, lead rural development, participate in rural governance and achieve rural revitalization.更多还原
