【摘要】 研究社会治理法治化，必须将之纳入法治现代化和国家治理体系和治理能力现代化的宏观背景中来考量。中国社会治理法治化理想图景的构建及其展开是一个过程，经历了制度化框架的设计、体系化规范的形成到具体化行动纲领的实施三个阶段。社会治理法治化所涉及的重点领域和诸多问题，与依法治国总目标的实现有着高度依存性关系，包括：“社会治理社会化、法治化、智能化、专业化水平”的“四化建设”，社会治理法治化的“能力”建设，社会全员参与的社会治理共同体构建，“自治、法治、德治相结合”的“三治融合”城乡基层治理体系等。对社会治理法治化的上述重点领域和重点问题的学理分析、实践观察和经验总结，有利于助推新时代中国社会治理法治化发展进程。更多还原

【Abstract】 To study the legalization of social governance, we must consider it in the macro background of the modernization of the rule of law and the modernization of national governance system and governance capacity. The construction and development of the ideal picture of the legalization of social governance in China is a process, which has experienced three stages: the design of institutionalized framework, the formation of systematic norms and the implementation of specific action programs. The key areas and many problems involved in the legalization of social governance are highly dependent on the realization of the general goal of governing the country according to law. These include the“ four modernizations” construction of“ socialization, legalization, intelligence and specialization level of social governance”, the“ capacity” construction of legalization of social governance, the construction of social governance community with the participation of all members of society, the“ combination of autonomy, rule of law and rule of virtue” and the“ integration of three governance” urban and rural grass-roots governance system. The theoretical analysis, practical observation and experience summary of the above key areas and key issues of the legalization of social governance undoubtedly have important reference value for boosting the development process of the legalization of social governance in China in the new era.更多还原
