某城市界河环境容量分配与污染负荷管控探讨

【摘要】 城市界河涉及多个责任主体,是当前环境治理的“问题”区域。针对环境容量分配与污染负荷管控问题,综合考虑自然水循环过程、人类用排水过程、社会经济发展等多个因素,利用一维水质模型和层次分析法,以某城市界河为例,探索了多工况下界河环境容量分配与污染负荷管控方案。建议在合理分配责任主体环境容量的基础上,确定各自不同污染源削减方案。通过完善节水管理、管网建设控制点源污染,采取测土施肥、建设管网、原位修复等治理方案治理非点源、内源污染。

【Abstract】 Urban boundary rivers involve a number of responsible subjects,and an anxiously concerned area of current environmental governance. This study addressed the issue of environmental capacity allocation and pollution load control.Water quality of boundary rivers is affected by various factors such as natural water circulation process,humans water intake and drainage process,and social and economic development. Taking ammonia nitrogen of a boundary river as an example,this paper explored the distribution of environmental capacity and control methods of pollution load under multiple working conditions by using a one-dimensional water quality model and analytic hierarchy process method,aiming to provide references for efficient management of boundary rivers. It is recommended that the respective reduction programs for different pollution sources be determined on the basis of reasonable allocation of the environmental capacity of the responsible entities. To control point source pollution,methods of improving water conservation management and pipe networks construction were suggested. Treatment programs such as formula fertilization by soil testing,pipe networks construction and in-situ remediation were proposed to manage non-point and internal sources of pollution.
