基本医疗卫生服务均等化——基于熵值法对山东省7地市比较分析

【摘要】 基本医疗卫生服务均等化是实现全民健康覆盖、促进社会公平的重要战略。但是由于地区经济发展不平衡、政府财力不均等原因,区域间基本医疗卫生服务还未实现均等化。为了解山东省基本医疗卫生服务均等化现状,选取2010—2019年山东省7个地级市基本医疗卫生服务数据,构建包含3个二级指标、7个三级指标的基本医疗卫生服务均等化指标体系,利用熵值法确定权重进行均等化指数的测度,并结合实际对山东省基本医疗卫生服务均等化进行分析,为政府制定卫生政策提供依据。结果显示,各市均等化程度存在较大差异,各级政府应结合当地实际,从资源配置、财政制度及监督制度等方面采取相应措施来减小地区间的均等化差距。

【Abstract】 Equalization of basic medical and health services is an important strategy for achieving universal health coverage and promoting social equity. However, due to unbalanced regional economic development and uneven government financial resources, basic medical and health services have not yet been equalized among regions. In order to understand the current status of the equalization of basic medical and health services in Shandong Province, the basic medical and health service data of 7 prefecture-level cities in Shandong Province from 2010 to 2019 was selected, and the equalization of basic medical and health services including 3 secondary and 7 tertiary indicators was constructed. The index system uses the entropy method to determine the weights to measure the equalization index, and analyzes the equalization of basic medical and health services in Shandong Province based on the actual situation, providing a basis for the government to formulate health policies. The results show that there are big differences in the degree of equalization among cities. Governments at all levels should take corresponding measures in terms of resource allocation, fiscal system, and supervision system in accordance with local conditions to reduce the equalization gap between regions.
