基于四网融合的上海新城对外客运枢纽构建路径

【摘要】 上海大都市圈将形成紧凑开放的空间新格局,新城不再是简单承接中心城人口和功能疏解的卫星城,而是作为具有辐射带动作用的独立综合性节点城市,面临对外客运枢纽地位确立的问题。聚焦上海市嘉定、青浦、松江、奉贤、南汇5个新城,研究职住关系和交通网络演进,指出新城仍未能改变作为市域交通系统末端的局面。梳理新城建设阶段和发展定位,分析区域枢纽格局面临的结构性重塑要求,得出新城对外客运枢纽构建的关键在于轨道交通四网融合,并探讨在都市圈、市域及新城三个层面的功能转变。最后,提出以强化区域互联、灵活运营、高效衔接和站城融合为核心的新城对外客运枢纽构建基本思路和路径,增强新城的外向度和联动性。

【Abstract】 A new, compact, and open spatial pattern will be formed in the Shanghai Metropolitan Area.New cities will serve as independent and comprehensive node cities that mobilize their surrounding areas, rather than simply taking in population and relocating functions from downtown areas as satellite towns. Therefore, the new cities need to address the role definition in serving as external passenger terminals. Focusing on Jiading, Qingpu, Songjiang, Fengxian, and Nanhui, the five new cities of Shanghai, this paper presents a study of their evolution regarding job-housing relationship and transportation network and concludes that the new cities are still serving at the end of the municipal transportation system. Based on the review of construction progress and development orientation of the new cities,the requirements of regional terminal restructuring are discussed. With the functional transformation of metropolitan area, municipal area and new cities, the key of building an external passenger terminal of new cities is the four-network integration of rail transit. Finally, the paper proposes a basic concept and the path of building the external passenger terminal of new cities to reinforce the openess and linkage of new cities through enhancing regional interconnection, flexible operation, efficient connection,and station-city integration.
