【摘要】 在高标准的生态保护要求和建设用地规模约束条件下，生态涵养区的产业发展普遍面临着门槛高、资源紧、落地慢等现实问题，如何有效拓展“两山”转化路径，支撑绿色产业发展来释放区域绿色动能与内生活力，亟待从规划实施与管理角度进行探索与实践。聚焦北京生态涵养区城乡产业用地实施利用中的主要问题与难点，在明确绿色产业类型的基础上，探索提出了建立更具包容度和功能适应弹性的绿色产业融合发展用地类型集合，通过丰富产业功能与支撑地类的映射关系，更好支撑绿色产业项目落地实施，促进城乡产业用地提质增效，以期为相关规划实施管理规则建立和政策改革创新提供有益参考。更多还原

【Abstract】 In the face of high standards of ecological protection requirements and constraints on the scale of construction land, the industries in ecological conservation area are faced with difficulties such as high threshold, scarcity of land, and cumbersome procedures. It is necessary to study the path of industrial development from the perspective of planning implementation to ensure the vitality of regional economy. This paper analyzes the difficulties in the utilization of industrial land in Beijing ecological conservation area, defines the types of green industries, and establishes a collection of land types for the integrated development of green industries with more inclusiveness and flexibility of function adaptation. By enriching the mapping relationship between industrial functions and supporting land types, we can support the implementation of green industrial projects and promote the improvement of quality and efficiency of industrial land, which can provide reference for the establishment of planning management rules and policy innovation.更多还原
