【摘要】 大遗址空间是遗存本体、周边环境以及在此世代生活的人相互作用形成的自然人文复合系统。加强大遗址空间管控是落实历史文化资源保护的关键内容，也是坚定文化自信、保障文化安全的有效途径。我国国土空间规划“一张蓝图”仍处于探索阶段，在“多规合一”已成必然趋势的时代背景中，大遗址空间管控“交叉重叠冲突”的既定现实与国土空间规划“不交叉不重叠不冲突”的理想状态之间矛盾突出。研究结合我国国土空间规划和大遗址保护理论以及实践经验，提出健全国土空间规划法律，注重价值导向；建立联席会议协调制度，强化交流合作；完善大遗址保护规范，实行弹性管理等措施。旨在为大遗址空间管控优化提供新思路，推动国土空间的高质量保护开发与国土空间规划体系的健全完善。更多还原

【Abstract】 The complex site space is a natural and humanistic complex system formed by the interaction of the remains,the surrounding environment,and the people living in this generation.Strengthening the management and control of the complex site space is a key part of implementing the protection of historical and cultural resources,and it is also an effective way to strengthen cultural self-confidence and ensure cultural safety. "A blueprint" of my country’s territorial spatial planning is still in the exploratory stage.In the context of the era when multiple planning integration has become an inevitable trend,violent contradiction is developing between the established reality of "intersection,overlap,conflict" in the management and control of the complex site space and the ideal state of "non-intersecting, nonoverlapping,non-conflicting" of territorial spatial planning.This research combines the theory and practical experience of my country’s territorial spatial planning and the protection of complex sites,puts forward to complete the territorial spatial planning law,pays attention to value orientation,and then establishes a joint conference coordination system,strengthens interchange and cooperation,improves the protection of the complex sites,and implements flexible management and other measures.It aims to provide new ideas for the optimization of the management and control of the complex site space,and promote the high-quality protection and development of territorial space and the sound and perfection of the territorial Spatial planning system.更多还原
