【摘要】 中国正处于全面建设社会主义现代化国家、实现中华民族伟大复兴的关键时期，面对前所未有的风险挑战，党的二十大作出坚持对外开放基本国策、坚定奉行互利共赢的开放战略、推进高水平对外开放的战略决定。这一决定在国际上有利于维护开放型世界经济，营造更好的国际环境；在国内有利于促进深层次体制机制改革，不断提高发展质量和发展活力。奉行互利共赢开放战略、推进高水平对外开放，需要在增强国内大循环内生动力和可靠性的基础上，不断提升国际循环质量和水平，不断为世界发展提供新机遇，并通过参与全球治理维护共同繁荣的国际经济秩序。当然，对外开放的风险也不容忽视，有必要针对不同风险类别和风险来源分类构建经济安全网，有效提高安全防护能力，具体包括：构建风险阻断机制，有效防范外部经济金融危机对国内经济的传染和大规模跨国资本流动对国内经济的影响；建立应对重大自然灾害和全球流行病的应急物资储备机制和救援机制，确保粮食安全、能源安全、产业链供应链安全；推动安全保卫力量走出去，逐步提升中国海外利益保护力量。更多还原

【Abstract】 China is in a critical period of building a modern socialist country and achieving the great rejuvenation of the Chinese nation.Facing unprecedented risks and challenges,the 20th CPC National Congress made the strategic decision to adhere to the basic state policy of opening up to the outside world,firmly pursue the strategy of mutually beneficial and win-win international cooperation,and realize high-level opening up.Internationally,this decision is conducive to maintaining an open world economy and creating a better international environment;domestically,it is conducive to deepening institutional reforms and continuously improving the quality and vitality of development.Pursuing a mutually beneficial and win-win open strategy and promoting high-level opening up requires China,on the basis of enhancing the endogenous dynamics and reliability of its domestic circulation,to continuously improve the quality and level of its international circulation,provide new opportunities for world development,and maintain the international economic order by participating in global governance for common prosperity.Of course,the risks involved in opening up to the outside world should not be ignored,and it is necessary to weave an economic security net for different risk categories and risk sources so as to effectively enhance security protection capabilities.Measures that should be taken for this purpose include:building a risk blocking mechanism to effectively prevent the contagion of the external economic or financial crisis to the domestic economy and the impact of large-scale transnational capital flows on the domestic economy;establishing an emergency material reserve mechanism and rescue mechanism to respond to major natural disasters and global epidemics to ensure food security,energy security,industrial chain and supply chain security;sending military or security forces abroad to gradually enhance China’s strength to protect its overseas interests.更多还原
