【摘要】 洞庭湖是长江流域生态安全的重要屏障，对防洪、粮食安全、区域经济发展具有重要的作用。随着江湖关系进一步变化和湖区社会发展速度的加快，湖区水资源、水生态和水环境问题凸显。针对洞庭湖区水安全保障存在的问题，从水利角度出发提出了构建城乡平安的防洪治涝格局、区域联供的安全饮水格局、国家粮仓的现代灌区格局、水系连通的生态河湖格局、共建共享的智慧洞庭格局等5项治理与保护措施，为建设大美洞庭提供参考。更多还原

【Abstract】 As an important barrier for the ecological security of the Yangtze River Basin,the Dongting Lake area plays an important role in flood control,food security and regional economic development. With the further changes of the relationship between Yangtze River and Dongting Lake and the acceleration of social development of the lake area,new problems regarding the water resources,water ecology and water environment of the lake area have become prominent.In response to water security problems in the Dongting Lake area,we present five governance and protection measures from the perspective of water conservancy. Such measures include:building a pattern of flood control and waterlogging control for urban and rural safety,a pattern of safe drinking water for regional joint supply,a pattern of modern irrigation areas for national granaries,a pattern of ecological river-lake water system,and a pattern of contribution and shared intelligent Dongting Lake. The research is expected to offer reference for the construction of a beautiful Dongting Lake.更多还原
