陆域自然资源综合评价指标体系研究

【摘要】 针对单项自然资源评价指标体系无法反应区域自然资源整体情况,单一主题的自然资源评价指标体系不能满足统一自然资源评价和管理的需要,该文提出一套目标-主题-指标构成的新自然资源评价指标体系方案。采用压力-状态-影响-响应模型解决自然资源综合评价中多要素和多目标难以归一的问题。围绕自然资源统一管理的目标,从海量指标中选择表征自然资源特点的核心指标和关联指标,确保指标的有效性。充分考虑数据获取的可能性,选择方便获取的可靠指标,确保指标的可操作性。结果表明,自然资源综合评价指标体系可以为构建统一自然资源调查、监测和评价制度,提高统一自然资源管理的科学化水平提供参考。

【Abstract】 In view of the fact that a single natural resource evaluation indicator system cannot reflect the overall situation of regional natural resources, and a single theme natural resource evaluation indicator system cannot meet the needs of unified natural resource evaluation and management, a new set of natural resource evaluation indicator system was proposed in this paper. The pressure-state-impact-response model was used to solve the problem that multiple factors and multiple objectives are difficult to unify in the comprehensive evaluation of natural resources. Focusing on the goal of unified management of natural resources, core indicators and related indicators that characterize the characteristics of natural resources were selected from a large number of indicators to ensure the effectiveness of the indicators. The possibility of data acquisition was fully considered, reliable indicators that are easy to obtain were selected, and the operability of indicators was ensured. The results showed that the comprehensive evaluation indicator system of natural resources could provide a reference for building a unified natural resource survey, monitoring and evaluation system and improving the scientific level of unified natural resource management.
