省重点实验室评价机制与基于机器学习的评价模型研究——以吉林省为例
Research on the Evaluation Mechanism of Provincial Key Laboratory and Evaluation Model Based on Machine Learning——Taking Jilin Province as an Example
【摘要】 科技部为了破除科技评价中“唯论文”的不良导向,制订了“强化分类考核评价导向”等相关具体措施,这就需要从多角度、多维度对省级重点实验室进行评价,并能够建立一套合理客观、省时省力的评价模型。结合吉林省重点实验室的实际情况,根据成果、团队等影响因素进行评价机制与评价模型的研究,用来辅助完成省重点实验室的评价工作,从而节省工作时间、提高工作效率。
【Abstract】 In order to get rid of the bad orientation of “paper-only” in scientific and technological evaluation, the Ministry of Science and Technology has formulated relevant specific measures such as “strengthening the classification assessment and evaluation orientation”,which requires the evaluation of provincial key laboratories from multiple perspectives and dimensions, and can establish a set of reasonable, objective, time-saving and labor-saving evaluation models.Based on the actual situation of the key laboratories of Jilin Province, this paper studies the evaluation mechanism and evaluation model according to the influencing factors such as achievements and teams, which can be used to assist the evaluation of the provincial key laboratories, save work time and improve work efficiency.
