协同创新视角下我国新型研发机构运行机制研究

【摘要】 作为整合多方资源、服务区域经济发展、推动成果转化的重要力量,新型研发机构在建设过程中,逐步形成了以高校、企业、政府为主体的协同创新体系。在运行机制上,新型研发机构坚持“前沿研究—技术攻关—成果转化”的全链条创新,以扁平化管理、市场化运行为抓手,充分整合各类创新主体优势,联动资本、服务、文化等资源要素,取得了快速发展和显著成绩。但也存在着协同运行机制有待完善、内部管理方式有待优化、资源政策保障有待强化、自我造血能力有待加强等问题,需要进一步明确职能定位、完善体制机制、加强政策引导,为新型研发机构可持续发展保驾护航。

【Abstract】 As an important force to integrate multi-resources, serve regional economic development and promote the transformation of achievements, new R & D institutions in China have gradually formed a collaborative innovation system with universities, enterprises and governments as the main body during the construction process. In terms of operation mechanism, the new R & D institutions adhere to the full chain innovation of “frontier research-technical research-achievement transformation”, take the flat management and market-oriented operation as the starting point, fully integrate the advantages of various innovation subjects, linkage capital, service, culture and other resource elements, and have achieved rapid development and remarkable achievements. However, there are still some problems, such as the collaborative operation mechanism needs to be improved, the internal management mode needs to be optimized, the resource policy guarantee needs to be strengthened, and the self-hematopoietic ability needs to be intensified. It is necessary to further clarify the functional positioning, improve the institutional mechanism, and strengthen policy guidance to escort the sustainable development of new R & D institutions.
