【摘要】 民族要复兴，乡村必振兴。乡村振兴离不开有效的乡村治理，农民是乡村治理的主体，农民的素质水平与乡村治理的成效呈正相关。农民必需具备参与乡村治理思想热情、主体责任意识及基础素质，才能在乡村治理中发挥有效作用。到农村实地调查与访谈发现，当前农民的相关素质状况相对治理有效的目标而言还存在差距。因此，要实现治理有效的目标，相关责任部门必须积极开展农民素质教育，激发农民参与乡村治理的思想动能，增强农民参与乡村治理的主体责任，提高农民参与乡村治理的基础素质，使农民能有效开展乡村治理。更多还原

【Abstract】 If the nation wants to revive, the countryside must revitalize. Rural vitalization is inseparable from effective rural governance, farmers are the main body of rural governance, their quality level is positively correlated with the effect of rural governance. In order to play an effective role in rural governance, farmers should participate in rural governance with positive affect, main body responsibility and basic quality. Field investigation and interview in rural areas show that there is still a gap between the current quality of farmers and the need of achieving effective governance, so departments responsible for the agriculture should carry out farmers’ quality education to inspire the farmers to take positive actions, strengthen their main body responsibility and enhance the basic quality, in order that the farmers are able to carry out effective rural governance.更多还原
