【摘要】 PMC(项目管理承包,Project Management Contracting,PMC)管理模式由于其显著的优点而广泛应用于国际工程项目的管理中。论文从项目阶段的视角,深入分析PMC管理模式下国际工程项目在项目定义阶段和项目执行阶段的风险类型,并针对这些风险,分别从政府、业主或业主代表、PMC自身3个层面,提出相应的风险防范策略。其中,政府部门的风险防范策略是:完善相关的法律法规、搭建信息沟通平台、培育先进的工程管理公司。业主或业主代表的防范策略是:重视合同约定、工程担保、工程保险。PMC的防范策略是:完善自身的管理。更多还原

【Abstract】 PMC(Project Management Contracting) management mode is widely used in international engineering project management because of its remarkable advantages. This paper deeply analyzes the risk types of international engineering projects in the project definition stage and the project execution stage under the PMC management mode from the perspective of the project stage, and puts forward the corresponding risk prevention strategies from the three levels of government, owner or owner’ representative and PMC themselves. Among them, the risk prevention strategies of government departments are perfecting relevant laws and regulations, building information communication platform, cultivating advanced engineering management companies. The prevention strategies of owners or owners’ representatives are paying attention to contract agreement, engineering guarantee and engineering insurance.
