【摘要】 推进互联网平台衍生地下产业链治理创新是网络空间治理的重要议题。本文重新界定了互联网地下产业链内涵与外延,分析了社会责任相关理论视域下的互联网平台衍生地下产业链研究、治理与局限。最终,本文借鉴企业社会责任领域的三重底线理论,结合互联网平台地下产业链治理实践,提出一种综合性循环治理模式:"三重底线"内嵌三端综合循环治理模式。该模式提出,在平台安全制度和协同治理体系嵌入三重底线框架,推进三重底线制度化和分端口治理,具体在平台端重点围绕社会责任底线展开社会责任制度化建设,供给端依据法律底线原则指导重点治理源头供给,需求端围绕环境底线原则营造公平公正市场环境,综合提升互联网平台衍生地下产业链治理动态能力。更多还原

【Abstract】 Promoting innovation in the governance of the platform-derived underground industry chain is an important issue in cyberspace governance.We redefine the connotation and extension of the Internet underground industry chain，and analyze the research，governance and limitations of the platform-derived underground industry chain from the perspective of different relevant theories of corporate social responsibility(CSR).Finally，we draw on the Triple Bottom Line theory(TBL) in the field of CSR，combined with the governance practice of the platform-derived underground industry chain，and propose a cycles model of comprehensive governance.The model reveals that we should embed the TBL framework in the platform security system and collaborative governance system，promoting the institutionalization of the triple bottom line and the polarization governance.Specifically，the platform side should focus on the bottom-line principle of social responsibility to carry out social responsibility institutionalization at first.And then，the supply side should apply the bottom-line principle of the law to the governance of the key sources of supply.Finally，the demand side should create a fair and just market environment following the bottom-line principle of the environment.Thus，the governance of the platform-derived underground industry chain could be comprehensively and dynamically improved.更多还原
