基于TOPSIS法与RSR法模糊联合法的湖北省村卫生室服务能力综合评价

【摘要】 目的:综合评价湖北省各市州村卫生室服务能力,为卫生健康部门决策提供参考依据。方法:基于湖北省卫健委调查数据,采用TOPSIS法和RSR法模糊联合的方法对湖北省各市州村卫生室的服务能力进行综合评价。结果:评价指标由5个一级指标和12个二级指标构成。TOPSIS法评价结果前2位为潜江市、荆州市,C_i值为0.677,0.633;RSR法评价结果前2位为宜昌市、荆州市,RSR值分别为0.691、0.637;模糊联合方法评价结果前2位为宜昌市、荆州市。结论:3种评价方法结果不完全相同,但趋势较为一致。运用TOPSIS法与RSR法模糊联合的方法能够更加科学合理、客观准确地评价湖北省村卫生室的服务能力。

【Abstract】 Objective To comprehensively evaluate the service ability of village clinics in Hubei Province, and provide references for policy-making of health departments. Methods Based on the survey data of Health Commission of Huber Province, the service ability of village clinics in Hubei Province was comprehensively evaluated by the fuzzy combination of TOPSIS method and RSR method. Results The evaluation indicators contained 5 first level indicators and 12 second level indicators. The first two cities ranked by TOPSIS method were Qianjiang and Jingzhou, with Ci values as 0.677 and 0.633. The first two cities ranked by RSR method were Yichang and Jingzhou, with RSR values as 0.691 and 0.637. And the first two cities ranked by fuzzy joint method were Yingchang and Jinghzou. Conclusion The results of these three evaluation methods were different, but the trend was consistent. The fuzzy combination of TOPSIS method and RSR method can be used to evaluate the service capacity of village clinics in Hubei Province more scientifically, reasonably, objectively and accurately.
